This article is really interesting for me. This writer gave me a different ways of thinking about learning English. I have heard a lot that people are ashamed that Japanese people's scores on the TOEFL/TOEIC are lowest in Asia. However, from this article, "That is the result of the country never having been colonized nor forced to speak another language" We can proud of not speaking English very well. There is lots of causes/reasons why Japanese people can not speak English well. One is Japan's never colonized as Nakahara said. I think the others are that Japanese language is enough to speak and have life in Japan and we do not have chances to meet to English speakers and speak to them in English especailly people who live in a country side.
If we starts learning English in their elementary school curriculum like China, South Korea, Taiwan and Thailand, there is lots of stuff we have to be considered.
Now the school education system is changing. Children will start learning English from 5th grade of elementary school so soon. Now is the good time to think about this issues. I think English influent a world business more in a future and be able to speak English will be more required to people.

I agree with you. We should consider about English education in Japan. I wonder English level won't be higher than before because the curriculum will change. We should change the content of education, shoudn't we?

Yeah, Speaking English is neccesary for business.
I think studying English from elementary school but how to introduce is important.
It is controversial problem.

I agree with you.
I think junior high school and high school only teach about study for the examination in japan.
So, it is more important to practice conversation in English.

Yeah. I think we should change the content of education, too. If we don't change basic English education, Englih speaking skills and TOEIC/TOEFL store won't change at all.

I agree with you saying that how to introduce English to children is important. It also will connect a cross cultural communication.
